One news item, fifteen exam angles
INS Samarthak, the Navy's first Multi-Purpose Vessel and a private yard's first major warship, commissioned at Karwar on 16 Oct 2026
The headline is a first: a major warship from a private Indian shipyard. Behind it sit a new class of utility vessel, a west-coast base, an indigenisation policy, an unmanned-systems future, and the plain fact that PIB-stated roles are claims, not test results. Each angle below is a doorway, not a question.

What happened
Press-reported
The commissioning
On 16 Oct 2026 INS Samarthak, the first of class of the Multi-Purpose Vessels, was commissioned into the Indian Navy at Naval Base Karwar, Karnataka. The Vice-President, Shri C. P. Radhakrishnan, presided; the Chief of the Naval Staff, Adm Krishna Swaminathan, was present (PIB).
The ship
Designed and constructed by Larsen & Toubro, Samarthak is described by PIB as the first major warship built by an Indian private shipyard, with over 75% indigenous content and extensive modular construction and pre-outfitting. PIB's 13 Oct curtain-raiser says it is the first of two MPVs being inducted. The name means 'The Proponent'; the crest shows an elephant emerging from waves; the motto is 'Victory is Our Sole Aim'.
Stated roles
PIB lists maritime surveillance and reconnaissance, offshore patrolling, humanitarian assistance and disaster relief, low-intensity maritime operations, target deployment and trials, service as an unmanned/autonomous system mothership, conversion to a limited hospital ship and salvage operations. The Vice-President said it will support trials of next-generation weapons, sensors and unmanned systems.
What is a claim
Capabilities and roles are as stated by PIB and were not independently tested. The Vice-President's remarks on heritage and on the Navy's Indian Ocean role are his statements as reported. This page takes no side on them.

A first for private shipbuilding
INS Samarthak is the first major warship designed and constructed by an Indian private shipyard, Larsen & Toubro (PIB).
Static hooks, go deeper, common confusion
Static syllabus hooks not from the press; check the bare text
- Commissioning: entry into active naval service (check)
- First of class: lead ship of its class (check)
- INS prefix and crest traditions (check)
Go deeper
Read what commissioning means in the Navy and how it differs from a launch and from sea trials.
Common confusion
A launch floats a hull. A ship becomes a serving unit at commissioning, with a crew and a commanding officer.
What a Multi-Purpose Vessel is
Samarthak is the first of class of the Multi-Purpose Vessels and the first of two MPVs being inducted (PIB).
Static hooks, go deeper, common confusion
Static syllabus hooks not from the press; check the bare text
- Multi-Purpose Vessel: a utility platform (PIB)
- First of two MPVs being inducted (PIB, 13 Oct)
- Trials and evaluation as a stated primary role (PIB)
Go deeper
Trace how the Navy uses utility and auxiliary platforms, and why a trials platform matters to an indigenous weapons programme.
Common confusion
An MPV is not a frontline combatant like a destroyer or frigate. Its value is versatility: trials, targets, unmanned systems, HADR.
Karwar and Project Seabird
The commissioning was at Naval Base Karwar, Karnataka. The base, INS Kadamba, was developed under Project Seabird (check).
Static hooks, go deeper, common confusion
Static syllabus hooks not from the press; check the bare text
- Karwar, Karnataka (PIB)
- INS Kadamba is the base's name (check)
- Project Seabird developed the Karwar base (check)
Go deeper
Find Karwar on the west coast map and read why a deep, less-crowded harbour suited a major naval base.
Common confusion
Karwar is in Karnataka, on the coast between Goa and Mangalore. It is not in Kerala, a classic map trap.
Over 75% indigenous content
PIB notes extensive modular construction and pre-outfitting, which shortened the build. Aatmanirbhar Bharat in defence.

- Over 75% indigenous content (PIB)
- Modular construction and pre-outfitting (PIB)
- Aatmanirbhar Bharat in defence manufacturing (check)
Go deeper
Read how modular construction changes build timelines and what 'indigenous content' counts (steel, systems, weapons).
Common confusion
Indigenous content is a share of the ship, not a promise that every system is Indian-made. The figure is as reported.
The trials role
A platform for testing and training new indigenous sensors, weapons and unmanned systems developed by domestic industry (PIB).

- Testing and training role (PIB)
- DRDO and industry testing needs (check)
Go deeper
Ask why a dedicated trials ship shortens the path from a lab prototype to a deployed weapon.
Common confusion
A trials platform supports other ships' weapons; it is not itself the main carrier of those weapons.
Mothership for unmanned systems
A listed role is unmanned/autonomous system mothership, along with target deployment and trials (PIB, 13 Oct).
Static hooks, go deeper, common confusion
Static syllabus hooks not from the press; check the bare text
- Unmanned/autonomous system mothership (PIB, 13 Oct)
- Target deployment and trials (PIB, 13 Oct)
- Navy's interest in unmanned systems (check)
Go deeper
Read how navies use motherships for unmanned surface and underwater vehicles, and what control and recovery mean at sea.
Common confusion
A mothership operates unmanned systems. It does not make the ship itself unmanned.
Surveillance, patrol, HADR
Maritime surveillance and reconnaissance, offshore patrolling, and humanitarian assistance and disaster relief (PIB).
Static hooks, go deeper, common confusion

- Humanitarian assistance and disaster relief (PIB)
Go deeper
List the Navy's constabulary and benign roles alongside war-fighting, and see where a versatile ship fits each.
Common confusion
HADR is a stated role, not an afterthought. A ship designed for several roles is not 'only for combat'.
Name, crest and motto
Samarthak means 'The Proponent'. The crest shows an elephant rising from the waves. Motto: 'Victory is Our Sole Aim' (PIB).

Go deeper
Look at how Indian Navy ships get names, crests and mottos, and what the Navy says these symbols do for a crew.
Common confusion
Ship names and crests are chosen symbols, not operational facts. They carry intent, not capability.
Public yards, private yards
Until now DPSU shipyards (MDL, GRSE, GSL, HSL) built India's major warships; a private yard now joins that work (check).
Static hooks, go deeper, common confusion
Static syllabus hooks not from the press; check the bare text
- DPSU shipyards: MDL, GRSE, GSL, HSL (check)
- L&T is the private yard named by PIB
- 'First major warship built by an Indian private shipyard' (PIB)
Go deeper
Read which shipyards have built which classes of Indian warships, and what changes when a private yard builds a major one.
Common confusion
Private yards have built smaller vessels and done refits before. The 'first' here is a major warship, as PIB frames it.
Defence indigenisation policy
Positive indigenisation lists, iDEX and the Defence Acquisition Procedure push local design and manufacture (check).

Go deeper
Open one positive indigenisation list and see how items move from import to local manufacture over time.
Common confusion
Indigenisation policy is a pipeline, not a switch. Listed items are indigenised in stages.
The economy of a warship order
PIB links the project to employment generation, capability development and plough back into the Indian economy.

Follow one warship order's supply chain: steel, systems, sub-contractors, skills. Who gains what?
Common confusion
Economic benefits are claimed, not measured, in the release. Treat them as reported claims.
The Indian Ocean Region
The Vice-President called the Navy a first responder and preferred security partner in the IOR. SAGAR is the stated doctrine (check).

Common confusion
These are the Vice-President's characterisations. Doctrine documents are the place to check the official framing.
Maritime heritage as argument
The Vice-President recalled the naval traditions of Chhatrapati Shivaji Maharaj and the Chola dynasty (PIB).

- Maritime heritage in strategic messaging (check)
Go deeper
Read one account of the Maratha navy and one of Chola sea power, then ask why leaders invoke them today.
Common confusion
Heritage references in speeches are arguments, not new facts. They frame policy; they do not make it.
Launch, commission, serve
A launch floats a hull; commissioning brings a ship into active naval service with a crew. They are separate events (check).
Static hooks, go deeper, common confusion

Map a warship's life: contract, keel-laying, launch, trials, commissioning, refits, decommissioning.
Common confusion
Media often say 'inducted' loosely. Launch, trials and commissioning are separate milestones.
The commissioning cast
The Vice-President (ex officio Chairman of the Rajya Sabha) presided; the Chief of the Naval Staff, Adm Krishna Swaminathan, was present (PIB).
Static hooks, go deeper, common confusion
Static syllabus hooks not from the press; check the bare text
- The Vice-President commissioned the ship (PIB)
- Chief of the Naval Staff present: Adm Krishna Swaminathan (PIB)
- Vice-President is ex officio Chairman of the Rajya Sabha (check)
Go deeper
Read the Vice-President's constitutional roles and why senior leaders commission warships.
Common confusion
The commissioning guest's presence is ceremonial and political; it does not change the ship's operational chain of command.

A shipyard of one's own
Self-reliance is not a slogan on a hull. What does it take for a nation to build what it once bought?
Security is built, not bought
Strategic autonomy and the slow, patient work of making things.
The sea remembers
From the Cholas to Karwar: how maritime memory shapes maritime policy.
Public purpose, private hands
When the state builds with private industry, what is gained and what must be watched?
Ready for threats not yet named
Versatility as a design principle in an unpredictable world.
A name is a promise
Samarthak means 'the proponent'. What do a nation's symbols tell its people?

Today's MCQ: answer and why
One Prelims-style question on today's item. This is the only drafted question on the page. The carousel slide shows the question. The key lives here.
With reference to INS Samarthak, consider the following statements:
- INS Samarthak is the Indian Navy's first Multi-Purpose Vessel, designed and constructed by an Indian private shipyard.
- It was commissioned at Naval Base Karwar, which lies on the coast of Kerala.
- The ship has over 75% indigenous content and uses modular construction with pre-outfitting.
- It is built solely for combat duties and cannot support humanitarian assistance and disaster relief.
Which of the statements given above are correct?
- (a) 1 and 3 only
- (b) 1, 2 and 3 only
- (c) 1, 3 and 4 only
- (d) 2 and 4 only
Answer: (a) 1 and 3 only
(a) 1 and 3 only. Correct. Statement 1 is PIB: first of class MPV, designed and constructed by Larsen & Toubro, the first major warship from an Indian private shipyard. Statement 3 is PIB: over 75% indigenous content, modular construction and pre-outfitting.
(b) 1, 2 and 3 only. Fails on statement 2, which is false: Karwar is in Karnataka, not Kerala. Mistake tested: the west-coast map trap.
(c) 1, 3 and 4 only. Fails on statement 4, which is false: HADR is one of the stated roles, alongside surveillance, trials and unmanned-system support. Mistake tested: assuming a warship is single-role.
(d) 2 and 4 only. Fails on both statements 2 and 4, and drops the two true ones. Mistake tested: the same geography and capability errors.
What each statement rests on
- Statement 1: PIB (16 Oct 2026).
- Statement 2: false; PIB says Karwar, Karnataka.
- Statement 3: PIB (16 Oct 2026).
- Statement 4: false; PIB (13 and 16 Oct 2026) lists HADR among the roles.

Honesty note
- Everything under “What happened” is from the PIB releases of 13 and 16 Oct 2026 (Ministry of Defence; Vice-President's Secretariat). No ship documents or specifications were read beyond them.
- Capabilities and roles are as stated by PIB, not independently tested. The Vice-President's remarks are his statements as reported.
- Items marked “check” are static syllabus knowledge, not verified against bare text: Project Seabird and INS Kadamba, DPSU shipyards, SAGAR, DAP and iDEX, constitutional references, and commissioning procedure.
- The exact L&T yard, pennant number and technical specifications are not in the releases read, so this page does not use them.
